The Center will serve as a home for researchers at the University of Haifa and institutions of higher education in Israel whose research focus is on emotions and whose fields are psychology, philosophy, sociology, linguistics and additional knowledge fields in the social sciences and humanities that deal with this subject.

The Center will function as a home base for leading researchers from around the world who come to Israel as its guests and carry out research and academic activity in the Center. This activity will be open to the entire scientific community of Israel. The research activity in the Center will be conducted by researchers, Center members, who instruct graduate and doctoral students. The Center seeks to provide the requisite infrastructure for research activities.

The Center will host conferences, and conduct workshops and courses. These latter activities will be given by the Center's researchers and visitors who are world leaders in the field of research on emotion. As part of these activities, the Center will hold enrichment activities open to the general public and other stakeholders. The Center will set up a friends' association that will assist the Center in realizing its aims through resource and funding development activities.

The Center will serve as the focus of applicable research suited to the needs of stakeholders as well as a focus of enrichment workshops and consulting in line with the specialties of the Center's members and the needs of groups applying to the Center. This type of activity will be carried out voluntarily and as a contribution to the community, to associations and other groups working within the community.
